COVID-19 EMT Checklist

Kentucky Board of EMS (KBEMS) Emergency Orders as specified in SB 150 and Executive Order 2020-243. The intent of the emergency Orders is to alleviate the regulatory conflicts identified in existing regulations in relation to mitigating the COVID-19 pandemic in Kentucky.

Section A: All EMT Applicants must submit the following items:

  • Must NOT have been found guilty of, entered a guilty plea, or Alford plea to a felony offense or have completed a diversion program for a felony offense or been subjected to discipline that would prevent certification at the time of application.
  • Must be 18 years of age or older
  • A completed EMT Application through your KEMSIS account.
  • If you have ever been certified/licensed by the Kentucky Board of EMS, you can submit a background check through the Kentucky Administrative Office of the Courts (AOC). AOC background check MUST be less than 6 months old at the time of certification. 
    • AOC can be access here http://courts.ky.gov/aoc/criminalrecordreports/Pages/default.aspxSPECIAL NOTE: AOC background check must be less than 30 days old at the time of application for Emergency Reinstatement from April 10, 2020 through June 8, 2020. 
    • KBEMS ONLY uses CastleBranch for any new/initial applicant in Kentucky. You must link directly to the KBEMS specific CastleBranch Background Check from the KBEMS website or the link is provided below. CastleBranch background check MUST be less than 6 months old at the time of application. CastleBranch can be accessed here https://portal.castlebranch.com/kd28.

Section B: Initial-Applicants applying for the first time from a Kentucky approved course must submit the items from Section A and Section B.

  • Proof of NREMT or provisional certification
  • Proof of KBEMS approved EMT certification exam
    • KBEMS approved EMT course information (TEI name and course number)
  • Fees Submitted $40.00 Total ($30 Initial Certification Fee + $10.00 Application Fee)

Section C: Temporary- Applicants applying for temporary status must submit the items from Sections A and C (Note: Course completion date must be within 24 months prior to the date of application submission.)

  • Proof of state license or NREMT-B certification OR
  • Proof of completion of a KBEMS approved EMT course
  • Fees Submitted $165.00 Total ($125.00 Temporary Fee + $30.00 Certification Fee + $10.00 Application Fee)

Section D: Reciprocity- Applicants applying for reciprocity must submit the items from Section A and Section D (Note: Expired certification must be within the last 20 years from the date of application submission.)

  • Proof of current or past certification (State, NREMT, or provisional)
  • Fees Submitted $165 Total ($125.00 Reciprocity Fee + $30.00 Certification Fee + $10.00 Application Fee)

Section E: Reinstatement-Applicants applying for reinstatement whose certification has lapsed for a period not exceeding five (5) years, must submit the items from Section A and Section E

  • Proof of previous KY EMT certification
  • Current KBEMS approved CPR certification
  • Written evidence of completion of current HIV/AIDS training required by KRS 311A.110
  • Evidence of additional successful completion within twelve (12) months preceding their application for reinstatement of the "EMT Basic Minimum Continuing Education Requirement" that includes twenty-four (24) structured contact hours of continuing education, of which sixteen (16) hours shall be within mandatory topic areas and eight (8) hours may be electives to include the following minimum contact hours and topics:

One (1) in disaster management or mass casualty incidents;

Two (2) in airway management;

Three (3) in patient assessment;

Four (4) in medical or behavioral emergencies;

Four (4) in trauma; and

Two (2) in obstetrics or gynecology, infants and children;

  • Evidence of successful completion of the National Standard Curriculum for Emergency Medical Technician Refresher Course or continuing education hours that meet the requirements of the Curriculum;
  • And Evidence of validation of skills maintenance by completing the "EMT Reinstatement Verification of Skills Report"
  • Fees Submitted $240.00 Total ($150 Reinstatement Fee + $30.00 Certification Fee + $10.00 Application Fee + $50.00 Late Fee).
