Poynter brings more than 30 years of public safety experience to KBEMS. He has managed operations and led personnel in emergency environments of all types, representing EMS, the fire service and law enforcement, including 16 years of service as a tactical paramedic with an FBI SWAT team. Poynter has also worked internationally as an EMS and tactical operations consultant, training health providers for the Coast Guard and Ministry of Health in Finland.

Poynter serves as an Advisory Board Member for Emergency Medical Services World Magazine and the Kentucky State University Applied Information Technology degree program. He was appointed to the KBEMS Board of directors in 2005 and elected as chairman in September 2010.

Charles R. Chuck O Neal currently serves as the Deputy Executive Director for the Kentucky Board of Emergency Medical Services. Chuck has served in multiple roles in his career including field provider, flight paramedic, firefighter/paramedic, manager, and administrator. O Neal holds a Master of Science Degree in Safety, Security, and Emergency Management from Eastern Kentucky University with a Graduate Certificate in Emergency Management. Chuck earned a Bachelor of Science Degree in Emergency Medical Care Administration from Eastern Kentucky University and an Associate in Applied Science in Paramedicine from West Kentucky Community and Technical College in Paducah, Kentucky.

O Neal focuses many of his professional efforts in research and development of EMS leaders and managers, strategic planning, EMS operations accountability, and fiscal management of EMS systems. Clinical quality assurance programs, political engagement, and EMS legal & ethical standards are a few of his areas of expertise. Chuck has previous experience in consultation with private for-profit firms, as well as public, government operated entities.

Chuck is a Past-President of the Kentucky Chapter of the Association of Air Medical Services, and maintains membership with the National EMS Management Association (NEMSMA), International Association of Emergency Managers (IAEM), National Association of State EMS Officials (NASEMSO), and the American College of Healthcare Executives (ACHE). Chuck is married to Samantha, and they have one (1) son, Cameron. Chuck, Samantha, & Cameron reside in Berea, KY.

Dr. Martin currently works at University of Kentucky Emergency Department. She is also an Associate Professor for the Department of Emergency Medicine. Dr. Martin attended medical school and completed her residency at West Virginia University.

Paul Phillips

Paul is originally from Madisonville, KY, and began his involvement in EMS in 1997 as a volunteer firefighter and rescue squad member in Hanson, KY. He then began his career as a dispatcher/EMT in Hopkins County, KY in 1999. After working for several years as an EMT, Paul obtained his Paramedic license in 2005 and also began serving as Operations Supervisor. In 2008 he relocated to Central Kentucky and began working at Georgetown-Scott County EMS. Paul completed his Bachelors of Arts in Health Care Administration from Midway College, and completed his Master of Science in Health Informatics at Northern Kentucky University in 2015. He is an avid UK sports fan, and enjoys spending time with his wife, Caigen, and twin sons, Lucas and Logan. Paul is the primary contact for the Bluegrass Region.

Robert Bob Andrew holds a Master s degree in Public Administration (MPA) from Kentucky State University and brings over 20 years of experience in emergency services encompassing fire, rescue, and EMS. A volunteer firefighter role in his local community led Bob to become an EMT in 1983, a Paramedic in 1985 and to a professional career in 1987 as a field paramedic with the Kanawha County Ambulance Authority in West Virginia. By 1989, Bob was a paid Fire-Paramedic with the Bridgeport Fire Department in WV, where he also served as Captain, Training/Safety Officer, and Risk Manager for the city. Retiring from fire service in 2002, Bob then served as EMS Coordinator for Fairmont State Community and Technical College in Fairmont, WV. During his tenure with FSC&TC, he developed the non-degree certificate EMS program to a fully accredited degree program that provided EMT-Paramedic training for North Central WV. Soon after Bob and his wife, Victoria, relocated to Kentucky in 2007, he was recruited to serve on a multinational team for Abu Dhabi University in the United Arab Emirates as Emergency Services Coordinator. There, his team created an advanced life support medical training facility for the UAE military and civilian healthcare providers.

Returning to the U.S., Bob acquired experience in federal and state healthcare policy and regulation while serving the Kentucky Cabinet for Health and Family Services/Office of Inspector General/Division of Healthcare. As Administrative Branch Manager of the Training and Quality Assurance Branch, and later Regional Program Manager, he oversaw training administration and Life Safety Code as well as central office operations. Bob and Victoria have three grown daughters and live in Georgetown, KY.

The Emergency Medical Services for Children program is a federal grant program with participation from all 50 states and 9 territories/freely associated states. The program focuses on 10 federal Performance Measures; established with the goal to improve access to and the quality of emergency medical care for the pediatric population.

Morgan Scaggs was born in Maysville, Kentucky but spent much of her childhood in southern Ohio before attending Ohio University, where she completed her Associates of Arts Degree with an emphasis in Social Sciences. Her EMS career began in central Ohio and she became a Nationally Registered Paramedic in 1995. Morgan s background includes work in pre-hospital EMS, the fire service, hospital emergency department, critical-care transport, injury prevention programs, and EMS education. With more than 20 years of experience, she holds multiple instructor/educator credentials. Before coming to work with KBEMS, Morgan spent 12 years in South Carolina, earning her critical care certification through UMBC in 2000 while working for the Medical University of South Carolina. She began working with Murrells Inlet-Garden City Fire Department as a Paramedic-Firefighter in 2002 before going to Horry County Fire Rescue as a Training Officer in 2007. Taking the KYEMSC Project Director position in 2011, Morgan was able to come back home , close to family and the area where she grew up. Living in Lexington with her son, Finn, she is currently working toward a Bachelor s of Health Sciences, in Clinical Leadership and Management, at the University of Kentucky.

Drew joined KBEMS in 2014 after spending more than seven years as the IT/Communications Manager in the Kentucky Department for Public Health s Emergency Preparedness Branch in Frankfort. At KDPH, his award winning implementation of WebEOC and management of a statewide satellite radio network improved response capability statewide for the health and medical community. Drew s career in public safety began in 1998 when he signed up to be a fire cadet near his hometown of Huntington, WV. From 2002-2006, Drew worked as an IT Manager at a private sector logistics and distribution company in Versailles, KY. Initially volunteering with Woodford County Emergency Management to serve the community, he was sworn in as Deputy Director on a part-time basis in late 2003 and was appointed Director in July 2015.

He is a Nationally Registered EMT, Certified Kentucky Emergency Manager, hazardous materials technician, and trained in advanced Incident Command System (ICS) including position specific training for Incident Commander, Liaison Officer, Communications Unit Leader, and Operations/Logistics/Planning Section Chief. Drew is active in Kentucky s Emergency Management community having been elected as Regional Vice President for 2010-2012 and Executive Vice President for 2012-2016 to the Kentucky Emergency Management Association (KEMA). He was instrumental as a founding Director in formalizing the Kentucky Emergency Service Conference s role to provide quality training annually and obtaining 501(c)(3) status. Drew lives in Versailles with his wife and two daughters.

Paula hails from Springfield, Kentucky and has been with the Kentucky Board of EMS since 2006. Paula became an EMT in 1983 and continued her progression to Paramedic in 1993. She has worked in Washington and Marion counties, and was the Director at Marion county EMS prior to coming to work for KBEMS. Paula also enjoys teaching and is an Instructor and Evaluator. In addition to EMS duties, Paula has worked with the American Red Cross Assistance Team, Marion County Safe Community Coalition, and the Marion County Chamber of Commerce. In 2005, she was a Board Member for the Kentucky Board of EMS. The Marion County Chamber of Commerce voted her Person of the Year in 1996. Paula currently is the primary contact for the Derby Region.

Ray Chesney is from Monticello, KY and has attended EKU and completed Paramedic Training at Hardin Memorial Hospital. Ray became an EMT in 1991 and a Paramedic in 1995. Professionally, he has worked for numerous EMS agencies over his career including: Transcare, Ambulance Inc. of Laurel County, Knox County EMS, Jackson County EMS, Bell County EMS, Clinton County EMS, Wayne County EMS, and Somerset-Pulaski County EMS. Ray came to work for the Board of EMS back when it was still under the Cabinet for Health Services, EMS Branch. Ray s primary territory is the Appalachian Region.

Courtney is a Lexington, KY native who joined the Kentucky Community and Technical College System (KCTCS) staff at the Versailles System Office in January 2013 as a contracted employee. For the past three and a half years she worked as Conference Operations Coordinator and Supervisor responsible for coordinating all System Office conference center meetings and overseeing the reception desk and telecommunications. Courtney joined the KBEMS team October 1, 2016 and is working as a Certification Specialist responsible for processing EMS provider, instructor and EMS Training & Educational Institution certifications and licenses. She is currently working on an Associate degree at Bluegrass Community and Technical College. Outside of work Courtney loves a wide variety of the arts and DIY projects. She also has a compassion for animal rescue and adoption. She has two dogs and one cat but is always open to adopting more. Courtney hopes to one day be able to open her own rescue.

Calynn joined KBEMS in October 2011 in a temporary capacity, quickly excelled, and later accepted her current position of Licensure and Certification Specialist. Originally from Lexington, Calynn is a NREMT-B and is presently working on a Bachelor s Degree in Business Management.

Tina is from Richmond, KY and started working for the Board of EMS in January 2003 answering phones. Tina was quickly moved to a permanent position as an Ambulance Provider Licensing Assistant. Her first experience in EMS was working the booth at the EMS conference in Owensboro. She had no idea what to expect, but fondly remembers what a great experience it was. Tina is considered the KBEMS front line person for our office. Her motto is: If I can t help you, I ll find someone who can.

In 2013, Monica earned her Bachelor of Arts in Health Communication from the University of Kentucky. Upon graduation Monica was immediately accepted into Eastern Kentucky University s Master of Public Health (MPH) program. While completing graduate school Monica worked for the Lexington-Fayette County Health Department as an Emergency Preparedness Apprentice within the department of Environmental Health. Monica earned her MPH degree in May, 2016. Monica joined KBEMS in December 2016 and works with our systems to review data, correct irregularities, and builds reporting tools to fulfill record requests from the Board and it's committees. Monica s driving passion is to make the Commonwealth of Kentucky a healthier and happier place to reside.

In her most recent position served as the Financial Manager for a small property management company, which duties included Financial Reporting, Budgeting and staff supervision.
