Memorandum to Agencies and ePCR Orgs 02-15-2017Kentucky has a web-based, statewide data system called K-STARS (Kentucky State Ambulance Reporting System). It gives Kentucky’s agencies the flexibility to collect their own data and then upload to the state via XML or enter their runs via a web browser using an online run form.
If an agency is interested, KBEMS has also approved a state-wide license for a computer based system (ImageTrend Elite) that is available for free to any licensed EMS Agency. The report writing feature allows agencies to define their own reports, publish them to several different formats, and schedule when the reports are to be run and delivered via email. This data mining tool is also available to the State for statistical analysis of the states annual runs. Data entering into the system is scored utilizing a custom validity engine that analyzes that data for completeness.

The Kentucky Board of Emergency Medical Services collaborates with a number of industry partners who offer electronic prehospital care reporting (ePCR) software solutions. We rely upon the NEMSIS Technical Assistance Center (TAC) for certification of these software solutions to identify compatibility with our state repository. The NEMSIS TAC maintains a list of certified compliant software on their website here under the Agency Compliant software section. We offer this listing for information purposes to Kentucky’s EMS agencies who are researching the use of ePCR solutions to meet the Kentucky State Ambulance Reporting System (KStARS) data submission requirements with NEMSIS Version 3.
